It means either someone is either really happy, like a big party, or someone's really mad.  Just google it, and the urban dictionary should pop up.

A bit, yeah, but it doesn't really surprise me. I said it all the time when we were friends, before he went nuts, and he asked me what it was and I showed him the film, and he started saying it, and shortly thereafter things turned very sour very quickly and I've not said it since...lol

lol it's a pity that people can ruin things for somebody so easily. He still harasses me from time to time, most recently coming after me to do a music collaboration. My dad replied for me, in much politer terms than I would have (I was thinking along the lines of "I'd cut out my own vocal chords before I would sing harmony on one of your songs, you *****************" lol).

I'm sure when the time is right the phrase will become part of my vocabulary again.
